In response to the rapid digitalization of the labor market in ASEAN member states, a project was launched to develop world-class skills among teachers and vocational training instructors as carriers of best practices, introducing new technologies into the personnel training system.
The project operator was the Skills Development Agency.
The project is being implemented using the services of the International professional development platform, which has been proving its effectiveness in various national and international projects since 2023.
The international platform was created on the initiative of the EAEU countries, with the support of the Eurasian Development Bank and organizational support of the Skills Development Agency. The platform's services are aimed at designing, developing, testing and implementing new professions and specialties for the development of priority hi-tech sectors of the economy and critical technologies of the EAEU, ASEAN, BRICS, SCO and other countries.
To ensure effective implementation and sustainable results, the project implementation strategy in ASEAN member countries includes 4 main stages:
Stage 1: Free Online Training
Five cutting-edge free online educational programs developed with input from leading international experts. Courses leverage advanced tech solutions to deliver practical, industry-relevant content.

Web Technologies
This course provides a comprehensive introduction to modern web development practices. It begins with an overview of international standards and key technologies used in the web ecosystem. Participants then explore essential techniques for maintaining and supporting web applications. The course concludes with principles and best practices for designing effective user interfaces tailored to web applications and many other topics. This course offers both basic and advanced levels simultaneously.

UAV Operation (Aerial Robotics)
The program offers both basic and advanced levels.
This basic course provides a comprehensive introduction to Unmanned Aerial Systems (UAS), covering the fundamentals of UAV design, aerodynamics, and key components. Students will gain practical knowledge in pre-flight and post-flight procedures, hands-on piloting skills, and explore how UAVs can be effectively integrated into the educational process. The advanced version of this course explores the use of additive manufacturing technologies in the development and customization of unmanned aerial vehicles. It also provides hands-on training in creating and planning flight missions, equipping students with practical skills for real-world UAV operations.

IT Software Solutions for Business
The program offers both basic and advanced levels.
This course covers essential software development skills, including programming, databases, frontend and backend development, version control, testing, and CI/CD. It emphasizes practical learning through projects. Additionally, it explores competency assessment, modern teaching methods, and emerging tech trends to ensure career readiness.

Graphic Design Technology
The program offers both basic and advanced levels.
This course offers a solid foundation in graphic design, focusing on international standards in Graphic Design Technology and the latest professional tools and technologies. Participants will learn the basics of visual composition, alongside key principles of design engineering, preparing them for creative and technical challenges in the design industry.

Business Process Automation
The Business Process Automation (BPA) training program prepares specialists for the field of business automation using the 1C:Enterprise platform. Participants will learn to create business applications and automate typical business processes. The program includes studying the platform’s architecture and working with the 1C:Accounting Suite solution.
Stage 2: International Certification
ASEAN teachers and trainers will undergo certification aligned with global standards, ensuring their expertise meets international benchmarks.
Stage 3: Global Internships
Participants gain hands-on experience through online internships at top international skills centers and tech companies, fostering cross-border collaboration.
Step 4: Practical Recommendations
The project will culminate in actionable guidelines to strengthen national skills development systems in ASEAN countries.
Digitalization, as a global interdisciplinary trend, is having a significant impact and even changing industries, which is especially relevant for ASEAN member countries, which are in dire need of highly qualified specialists. Skills development programs provide space for the preparation of a workforce ready for the challenges of the future, capable of increasing the competitiveness of the ASEAN member countries’ economies and positioning the region as a global hub for innovation.
The project's special feature is the interaction of government agencies, technology leaders, teachers, masters and the introduction of new educational formats based on international experience. Through such formats and programs, modern digital skills are transferred and integrated. Distributed learning and modularity guarantee accessibility, efficiency and the cascade principle of implementing innovations.
"Today, professional skills are the most sought-after currency in the world. Your professionalism and work skills are something that you can and should always monetize, this is your most reliable personal capital," Alina Singh, Deputy Director General for International Activities of the Skills Development Agency, addressed the project participants. "During the implementation of the project, participants will have the opportunity to try out new technologies and apply them in real production scenarios. And one of the end results, we also see the creation of a common digital educational environment with cases from the countries of a huge and promising region of the planet - Southeast Asia. This is especially relevant today, when the importance of cooperation with ASEAN countries is growing."
During the project implementation, best practice holders who have already implemented new technologies in the personnel training system will help their colleagues from ASEAN countries develop educational programs on information, communication and digital competencies for different age groups of citizens.
Upon completion of all 4 stages of the project, a network of international skills centers will be formed.
