Skills Development Agency (SDA), in cooperation with the ASEAN Secretariat, is implementing the ASEAN–Russia joint project “Digital Skills and Opportunities for Skills Development in the Context of Labour Market Digitalization in ASEAN Countries (Guided Mentoring and Implementation)”.
In April–May 2026, the project successfully completed internship and international certification programs in key digital competencies. The programs were developed by leading international experts and focused on practice-oriented training in accordance with international standards. Training was delivered remotely through distributed digital platforms and remote access to advanced Russian technological sites.
Participants completed training in the following skills:
- Graphic Design Technology
- Web Technologies
- Aerial Robotics:
- UAV Operator — Basic Level
- UAV Developer — Advanced Level
- IT Software Solutions for Business
During the internships, participants gained practical experience using modern digital tools, completed applied production tasks, and explored international approaches to skills development and vocational training. The programs also included training in methods of independent skills assessment, practice-oriented program development, and modern formats of distributed and distance learning.
A total of 160 participants from nine countries (Vietnam, Indonesia, Myanmar, Cambodia, Malaysia, Thailand, the Philippines, Laos, and Brunei Darussalam) took part in the programs, including:
- 120 masters, experts, teachers, instructors, and trainees from ASEAN Member States
- 30 representatives of ASEAN skills centres
- 10 representatives of the ministries of education and ministries of labour of ASEAN Member States
Upon completion of the internships, participants underwent an international certification process that included an independent assessment of their competencies in three areas:
- knowledge of international standards relevant to the selected competency areas
- practical professional skills;
- methodological competencies related to training delivery and qualifications assessment.
A total of 145 out of 160 participants successfully completed the certification process. Based on the results of the programs, an international register of certified specialists whose qualifications meet international standards is currently being established.
The project contributes to strengthening cooperation between Russia and ASEAN Member States in the field of skills development, supports the formation of a regional network of skills centres, and promotes the introduction of practice-oriented educational approaches and advanced digital technologies into vocational education systems across the region.
In June 2026, SDA plans to launch a specialized internship program on artificial intelligence for representatives of government of ASEAN Member States, including relevant ministries and the ASEAN Secretariat. The technology partner of the program is the Skolkovo Institute of Science and Technology.
The program will focus on the practical application of artificial intelligence in public administration, analytics, communications, and decision-making support systems. Upon completion, participants will receive an official international certificate.
